Uchral Nyam-Osor

Uchral Nyam-Osor, Member of State Great Khural /Parliament/, Minister of Mongolia and Chief Cabinet Secretariat, and the Leader of Social Democratic Youths of Mongolia.

Uchral.N is the eldest son of Nyam-Osor Namsrai /father/ and Tsetsegmaa Jambal /mother/.

His father Nyam-Osor.N is from Batshireet Sum of Khentii Province. Mother Tsetsegmaa.J is from Zuungov Sum of Uvs Province. Both of them have PhD in Sciences in History, and were awarded as the Honored People's Teacher of Mongolia. They established "Khunnu" LLC in 1992, and "Ikh Zasag" University in 1994, one of the first private universities that later became one of the TOP 5 universities in Mongolia with more than 7,000 students, 10 branches.

"Khunnu" LLC started its business with the first independent Mongolian publication "Zar Bichig" and the first 24-hour convenience store, later becoming engaged in tourism, hospitality, and education.

Nyam-Osor.N is a respected businessman who built his businesses without any support or loan from the state and achieved current success through his hard work. He had been actively involved in the democratic revolution and was one of the founders of the "Mongolian National Progress Party". Between 1994-2004, he was active in political life and founded the "Mongolian National Unity Party" and served as its chairman.

Uchral.N married to Selenge Chuluun in 2008. They studied together at Limkokwing University of Technology in London. After successfully finishing the Limkokwing University, the couple established the "Royal Academy" International University in Ulaanbaatar in 2010, one of the few universities that was accredited by the British Accreditation Board.

Selenge.Ch has been working as the General Director of the "Royal Academy" International University since 2016. The couple has 4 children.

Uchral.N has a younger sister Undral.N, who also has a Ph.D in linguistics, and has been working as a broadcaster at the Mongolian National Broadcasting Network.

Uchral.N was born in Ulaanbaatar City. In 1994, he entered the 97th secondary school of Ulaanbaatar. During his school years, he used to participate state competitions on subjects such as mathematics and Mongolian language. From his young age, he developed interest in literature and poems. Having a talent in composing poems, he used to attend children's poetry festivals starting from 3rd grade. He published his first collection of poems named "Thunderstorm" in 1997, later publishing another book named “Heaven's Lake” in 2001 when he was in 8th grade.


In 1997, he was awarded as the Labor champion of Bayanzurkh district based on his achievements at school and active social participation being a role model to his peers.
Uchral.N graduated Ikh Zasag-Lyceum, secondary school of Ulaanbaatar in 2003.

After graduating high school in 2003, he enrolled ‘Ikh Zasag’, the university founded by his father. Therefore, despite studying hard, he had another responsibility to protect and promote the university’s reputation.


In his junior year, he participated in the "National Championship Parliamentary Debating Tournament" and was selected one of the top 4 students. Since, he had successfully participated several national level student parliamentary debates, and other various speech contests winning the first or top places.


In 2006, he was selected as one of the 4 best students of Mongolia, thus giving a lecture named "How to become the best student" at the State Palace. In 2005, 2006, 2007 and 2008, he organized series of lectures named "Super Student", "Super Speaker", and "There is a solution to every problem" in the largest hall of Ulaanbaatar "UB Palace". He also bublished books "Super Student" and "Super Speaker" during his student years.

Rapper

Following his love for rap music and talent in composing poems and lyrics Uchral.N started his music career in 2004 under the name "TIMON". Between 2004-2007, he had created more than 30 songs, 2 albums, and more than 20 music videos, which many of them led the hit parade of that time.

Uchral.N has completed his Master's in Business administration (MBA) at Gloucestershire university of the United Kingdom in 2010. He later received Master’s of History (MSc) from Mongolian State University of Education in 2012.


In 2013, he received PhD in Sciences in History at the Institute of Mongolian, Tibetan and Buddhist Studies of the Russian Academy of Sciences. Topic of his PhD dissertation was "International Recognition of Mongolia's Independence and Sovereignty /1924-1945/".


Uchral.N has published over 30 academic papers on topics of economy, human resource, history in both mongolian and foreign scientific papers.

Minister of Digital Development and Communications

Uchral.N joined the Mongolian People's Party in 2009.

In addition to working on the board of the youth organization, he started his political career from the primary organization of the party, as a member and deputy chairman of the Bayanzurkh District Party Committee, and in 2012, when the Mongolian People's Party was defeated at all stages, he was the head of the political department of the "Capital Mongolian People's Party Committee". He is a politician who worked in every stage of the election management team.  In 2020, he worked as the leader and manager of the media, information and public relations team at the election headquarters of the Mongolian People's Party. In 2012, MPP leaders and board decided to nominate Uchral.N to the Parliament, but the election law at the time required that a candidate for the Parliament must have completed military service if he or she was under 28 years of age, so he did not meet the requirements and could not be nominated. Therefore, in 2012, he was elected as a representative of the Citizens Representative Meeting in Bayanzurkh district and worked as a voice for the opposing party. In 2015, in connection with the formation of a joint government by inviting the Democratic Party and the People's Party to join the government, he worked as a full-time adviser in charge of the media and public relations policy of the current President of Mongolia, Khurelsukh.U, during his tenure as Deputy Prime Minister. 

In 2016, he won as a candidate in Songinohairkhan district according to the mandate given by the party. In 2020, he won the majority of the votes of all the candidates by competing with the large majority system.

Although he is a politician with a reputation of 67 percent in his constituency, he has been elected as the head of the Sukhbaatar district MPP from February 2023 which the district MPP has lost the local elections for 12 years. Uchral.N is a good communicator, a good manager, and a young politician who believes that a member of parliament should be elected from any part of the country according to the principle of the Constitution.

Uchral.N, together with today's National Security Council Secretary Enkhbayar.J, initiated and approved a resolution to establish a temporary committee on e-policy in the Parliament.

He is a politician who took the initiative in 2018 to mention the words innovation and technology for the first time in the parliament sessions, created an innovation lobby group, and took the lead in passing the innovation law and the intellectual property law.

In 2019, when Prime Minister Oyun-Erdene.L was working as the Deputy Prime Minister, a joint working group of the Parliament and the Government visited Estonia and signed a consulting service agreement, and laid the foundation of today's "E-Mongolia, E-Business". After being re-elected to the Parliament in 2020, he changed the law of the temporary committee to become a standing committee and led the approval of 5 sets of laws to support digital development as the chairman of the first Innovation and Digital Policy standing committee. As the agenda of the 2020 parliamentary election reflects the initiative of youth to establish a Digital ministry,  the Ministry of Digital Development and Communications was established on January 1, 2022 and he was appointed as the minister. As the leader of the law draft, he is working to quickly solve the problems facing the implementation of the law.

Since Uchral.N was appointed as the minister, 1072 government services were integrated into E-Mongolia, version 3.0 was opened and all permits were digitized with "E-Business".

Supporting the private sector, the software department store mindgolia.mn made public procurement smarter.

The e-province developed policy recommendations and established the "Regulatory agency of Government Digital Services'' to provide digitalization policy to the local areas, transferred government services into operator mode, established "KhurDan" points, and brought government services closer to citizens. 120 laws hindering digitalization were developed and submitted to the Parliament. 

He is actively working on bringing in new communication infrastructure, low-orbit satellite service providers, and launching a national satellite.

Since 2016, he has initiated, led, and worked as a member of the working group of … draft laws.

Born into a family of teachers, he was the president of the "Mongolian Young Teachers' Association" and initiated and approved the "Law on Support for Teacher Development" in 2010-15.

He is a Member of Parliament who initiated and passed the most innovative and future-oriented laws requiring international comparative studies, such as the Youth Development Promotion Act, the Innovation Act, the Arbitration Act, the Economic Circulation of Intellectual Property Act, the Enforcement Act, the Personal Supplementary Pension Act, the Virtual Asset Service Provider Act, the Public Information Disclosure Act, Data Protection and the Law on Cyber Security, and the Law on E-Signatures.
